AMSA Proposed Legislation Included in Last NDAA Costs

On Monday night, congressional leaders revealed the compromise NDAA language for 2020. Over the past year, AMSA has actually relentlessly promoted on behalf of all our members, lobbying for proposals that guaranteed information about the new program was properly studied and finding services ensuring that market voices are heard as the brand-new program develops.

The compromise language requires 3 different reports. The first is an Organisation Case Analysis to be completed by U.S. TRANSCOM examining the proposed award of a worldwide household products contract. The second is a report to be completed by the Federal government Responsibility Office (GAO) that studies the results of contracting out on the Army and their families, a cost-benefit analysis and any suggestions for changes to the method. And last but not least, a last report which was not initially included in either your home or Senate proposals that is now needed on the application of the Personal Property Program Enhancement Action Plan developed by the Worker Relocation/Household Product Movement Cross-Functional Team.

More notably, AMSA guaranteed that movers who do DoD work will have a direct line to the Secretary of Defense in the future. The Secretary of Defense is charged with establishing a Military Relocation Advisory Committee that includes USTC, military services, transportation company and consumer representatives.

The Secretary of Defense will likewise ensure the group assembles regularly to supply the Secretary with feedback concerning relocation services and other issues. In addition, the Secretary will also ensure that quarterly reports are provided to Congressional Defense Committees.

As this program progresses and continues to provide quality service, having a direct line to the Secretary of Defense will make sure that our voices are being heard and the industry’s issues are effectively managed. Our industry is comprised of many small companies who move our service men and females, and we are pleased that through the NDAA we had the ability to ensure this top-level access with DoD for companies of all sizes.
